The European Commission, within the Seventh Research Framework Programme (FP7), just launched in September 2008 a set of calls for proposals for the end of 2008 / beginning of 2009.
You could be interested in several calls, more particularly:

• Food, Agriculture and Fisheries, and Biotechnology: FP7-KBBE-2009-3
• Environment (including Climate Change): FP7-ENV-2009-1 
• Security: FP7-SEC-2009-1

The new deadline of the Eurostars (http://www.eurostars-eureka.eu/) call for proposals is for 21 November 2008. This programme is easy to access (bottom-up process, administrative simplicity ...) and enable to obtain subsidies, it s a real opportunity !

Some ERA-NET projects (European projects funded by European Commission and aiming at funding RTD projects on a specific topic) targets marine topics and regularly publish calls for proposals for innovative projects:
